(the reason I suggest this is because there have been issues with users removing the delete template)
I say it depends.
If users are removing the delete template for no reason (or it’s evident that it /needs/ to have the delete template), then prevent non-admins from editing it.
Alternatively, if users are removing the delete template and then attempting to fix a page that’s a candidate for deletion (ex: changing a troll page into something that contributes to the wiki), let /those/ pages be edited by non-admins and then continue from there.
Have them ask for permision before edting to prevent those things?

Although we could do that, that would take time out of everyone’s day. And generally, no one enjoys asking ‘permission’ to edit a page. Plus…if their intention is just to remove the delete template, then they can ask permission and do it anyway. But it is an idea, and all ideas can be considered!
